Through the collaborative endeavors of all parties within the ICT industry, China emerged as the first major global economy to achieve “devices surpassing users”, marked by the surpassing number of mobile IoT devices over mobile phone users in August 2022. However, during the convergence of mobile IoT into various industries, China encounters the following key challenges:
IoT technology foundation to be consolidated;
Industry convergence application to be deepened;
Security compliance control requirements to be enhanced.
To address these challenges, China Mobile, as the main builder and operator of China's communications infrastructure, focuses on providing a stronger technical foundation, more intelligent and converged industry applications, more secure platform management, and better services, to drive the transformations and upgrades in production, lifestyle, and social governance. Through cooperation with Huawei, China Mobile has coordinated the construction of China Mobile's IoT service support system, accelerating the transformations across technology, architecture, service, and organization. The system is built upon B2B services, creating a pan-connectivity service support system for 5G+ services. It focuses on 5G+ and enterprise services, aiming to achieve value-driven operations and the aggregation of the industry ecosystem.
The IoT service support system of China Mobile offers a comprehensive suite of product capabilities and high-quality service assurances, such as IoT card resource management, customer management, service handling, charging and accounting, service settlement, intelligent operation, insight analysis, and intelligent security management and control, etc. Furthermore, it supports a full range of communication standards, including 4G/NB/5G NSA and 5G S. Meanwhile, its capabilities in agility, enablement, and innovation allowing it to successfully explore the growth space of the IoT industry through converged sales and operations at four dimensions: connection, platform, integration, and operation. Up to now, the system is the world's largest IoT service support platform, with a total of 1.4 billion users, supporting a single customer to manage tens of millions of users.
Liang Enlei, deputy general manager of the Government and Enterprise Support Center of China Mobile, shared with the author the core elements and successful cases of China Mobile's IoT business support system, which facilitates the rapid development of thousands of industries. He also engaged in forward-looking analysis and prediction of the future industry development trend.

Enable the Core Elements of the Rapid Development of Thousands of Industries
With the trend of digital economy development, China Mobile's IoT service support system further deepens the convergence of Mobile IoT, AI, and big data technologies to improve innovation and enablement capabilities in the mobile IoT industry. It is mainly reflected in the following aspects:
Consolidate the technical foundation: Based on the cloud-native architecture, applications leverage technologies such as container orchestration, microservice governance, cloud-based middleware services, and elastic computing, to achieve 100% containerization, and multi-active deployments across two sites and multiple centers. This provides capabilities for high-concurrency flow control, unified Panji foundation, quick application release, flexible service expansion, and quick fault repair. The introduction of the parent-child management concept of three-account (customer, subscriber, and account) and the construction of the four-account (customer, subscriber, account, and member) management model, along with the dynamic segmentation of large customer mechanism, and dynamic horizontal expansion of nodes enable the management of ultra-large customers, supporting hundreds of millions of IoT card users.
Enable the middle-end system: In alignment with China Mobile's strategy on middle-end platform capability, 15 high-quality capabilities are built on the platform, with over 300 existing middle-end platform capabilities reused to support full product categories such as IoT, IoV, and intercom services. The system supports all network standards, including 4G and 5G, with various 5G services such as 5G express and RedCap etc. With more than 1,000 products and offerings, it offers atomic capability subscriptions and supports the convergence of products like IoT card + X. This enhances capability quality and service levels, empowering the entire industry chain for transformation and upgrading.
Efficient support capability: The system dynamically adjusts system resources based on service volume changes, supporting single batch service handling for a maximum of 500,000 subscribers, which greatly reduces the trouble tickets submission times for customers. Moreover, it provides AI customer service capabilities (such as service requirement and key corpus management) for operators to efficiently solve subscribers’ problems. In addition, it establishes an AI repair model for abnormal orders to implement intelligent prediction and automatic repair of abnormal orders, shortening the time spent on abnormal orders to ensure quick service provisioning.
Security, compliance, and control: By establishing the closed-loop process of pre-event evaluation, in-event tracing, and post-event management and control of IoT cards, the system has built comprehensive management and control capabilities such as network access contract security certification, precise usage control, and exception warning etc. Moreover, it supports 3 network access authentication methods, 8 major technical control scenarios, and 154 AI auditing capabilities, offering precise and intelligent measures to strengthen market security control. This helps curb the high incidence of IoT card telecom network fraud, achieving healthy development in the IoT industry.
These innovative achievements also helped China Mobile successfully enter the shortlist of Glotel 2024 IoT Initiative of the Year Award.
Successful Cases in the IoT Domain
China Mobile's IoT business support system deepens intelligent and converged applications, enabling more than 30 vertical industries, such as IoV, smart city, industrial Internet, and smart campus, serving hundreds of millions of users. The typical application cases are as follows:
Driving industrial digital transformation: In the industrial Internet domain, China Mobile Corporation, China Mobile Hunan, Huawei and CRRC Zhuzhou Locomotive collaborate together to develop a blueprint for digital advancement of smart Zhuzhou Locomotive. This blueprint spans from full connectivity to smart painting workshops and eventually to smart campus, achieving a comprehensive upgrade from automated painting production lines to intelligent manufacturing and smart operations. In the smart grid domain, China Mobile, Huawei and State Grid Corporation of China cooperated together to build the world’s first 5G smart power private network, deploying typical applications such as smart robot inspections of substations, 5G-based automations of distribution networks, such as remote communication (obtaining switch status), remote measurement (measuring electric current parameters), remote control (remote control switch), and distribution network differential protection. These initiatives significantly enhance power inspection efficiency, ensure the safety and stability of data and personnel, and strengthen the grid's observability, measurability, and controllability.
Promoting intelligent social governance: In the municipal service domain, China Mobile collaborates with government departments to build smart cities. This involves the unified real-time management of equipment such as energy systems, smart meters for water, electricity, gas and heat, and road infrastructure, aiming to enhance social governance professionalism and intelligence through the implementation of smart metering and intelligent parking solutions. In the area of environmental protection, China Mobile Corporation, China Mobile Henan and Huawei collaborate together, focusing on straw burning bans and forest fire prevention. It utilizes 5G and cloud technology to establish a comprehensive regulatory system, converging capabilities such as three-dimensional perception, intelligent analysis, rapid response, and precise intervention. This system covering over 100 million acres of arable land and promoting the intelligent protection and management of the ecological environment.
Helping people's lives intelligently: In the IoV domain, China Mobile Corporation, China Mobile Guangdong and Huawei collaborate together to develop vehicle networking card management and early warning applications, as well as vehicle-road collaborative perception applications. For vehicle networking card management and early warning, capabilities such as card binding and human network access control are provided to enable intelligent responses to abnormal situations. In terms of vehicle-road collaborative perception, the system leverages on-board full-traffic probes, roadside probes, edge cloud probes, and data from network pipelines. This comprehensive approach covers the entire “vehicle-road-cloud” ecosystem, facilitating a thorough assessment of the security status of the vehicle networking system. As a result, vehicle networking users benefit from security risk alerting capabilities, significantly enhancing the overall user experience.
Analysis and Prediction of Future IoT Industry Development Trend
Liang Enlei believes that in recent years, with the rapid convergence of ICT in AI and big data with Mobile IoT, "Intelligent Connectivity of Everything" has become a major trend in the future development of mobile IoT. In the next few years, the development trend of the IoT industry will focus on technological innovation, market expansion, and application deepening.
Driving industry development through technological innovation: The application of 5G-A technology will significantly propel the development of IoT. Its lightweight and sensing features enable IoT devices to connect and detect more efficiently. The adoption of 5G will accelerate the digital industrialization of IoT and the digital transformation of industries, effectively promoting the integration of the digital economy with the real economy. Moreover, the convergence of AI and IoT will lead to technological innovations, continually producing new industries, new business formats, and new models. This will create new tracks for domains such as intelligent computing services, internet of videos, vehicle-road-cloud integration, and quantum information. It will also accelerate the realization of new business models like autonomous driving, humanoid robots, and brain-computer interfaces, injecting strong momentum into the high-quality development of the IoT industry.
The market scale continues to expand: According to the Notice on Promoting the Development of Mobile IoT "Intelligent Connectivity of Everything" released by the General Office of the Ministry of Industry and Information Technology, the development goal is as follows: By 2027, based on 4G (including LTE-Cat1, that is, 4G networks with rate category 1) and 5G (including NB-IoT, narrowband IoT, and RedCap, lightweight), the goal is to further improve the comprehensive ecosystem of mobile IoT by high and low speed pairing of 4G and 5G, intelligently connecting the pan-industries, and providing a secure and reliable system. 5G NB-IoT networks provide in-depth coverage in key scenarios. 5G RedCap has achieved large-scale coverage in cities above the county level and extended coverage to key towns and rural areas. The number of mobile IoT terminal connections will exceed 3.6 billion, where 4G/5G IoT terminal connections account for 95%.
Application deepening and expansion: As IoT technology continues to mature and application scenarios expand, segmented markets will present new trends. The convergence of mobile IoT in domains such as industrial manufacturing, transportation logistics, and smart grids, enhancing production efficiency and management levels will be deepened. Local initiatives to promote the large-scale application of mobile IoT in areas like municipal services, environmental protection, and emergency response will be supported, thereby improving public service capabilities and social governance levels. The promotion of the use of mobile IoT will be implemented in intelligent connected vehicles, healthcare, and smart homes to make life more convenient and comfortable for the public.
In the future, China Mobile will further deepen cooperation with industry partners, focusing on research and application of technologies like 5G-A and AI+ in vertical IoT industries. It aims to build an ecosystem-oriented platform and establish an IoT ecosystem alliance. This will accelerate the transition of mobile IoT from "connectivity of everything" to "intelligent connectivity of everything," working together to create a brighter and smarter future.
